New CCTV images obtained by the Freedonia Herald appear to show the red Ferrari at the centre of the growing City Park controversy leaving the roadside fuel station minutes after two men were seen departing the café area in a hurry.
The footage, dated 1 July 2026 and marked “CAM 03,” shows the vehicle, bearing the number plate OK-007, pulling away from the station and heading toward the countryside road west of the capital.
The Herald obtained the images after a gas station employee briefly posted what appeared to be security-camera footage on X late Tuesday evening. The post was deleted within minutes, but not before several users downloaded and shared screenshots.

In the leaked footage, the Ferrari is seen leaving the forecourt shortly after 20:31. The gas station interior is visible in the background, though the image quality is limited. The same station was previously identified as the location where a car-spotting Instagram account photographed a red Ferrari while two men appeared seated inside the café.
One of those men has been widely alleged online to resemble Housing Minister Steve Dwelling, who was seen wearing casual clothing and a dark cap. The identity of the second man remains unconfirmed.
According to a source familiar with the footage, the two men left the café “hoofing it” moments before the Ferrari departed.
“They weren’t strolling,” the source said. “They moved quickly, heads down, straight out and away from the windows. It looked like they suddenly realised people were watching.”
The Herald has not independently verified the full video sequence, but the still images reviewed by this newspaper appear consistent with the earlier Instagram photograph and the second image showing a man believed to be Dwelling holding planning and zoning documents in front of his face.
Those documents included the words “City Park,” “zoning,” and the previously unknown term “SkyMall,” raising questions about whether a specific commercial proposal was being discussed before any public announcement.
Until recently, public debate around City Park had focused on a broad political proposal to revamp the area through green-space renewal, better transport access, and possible public-private investment. The appearance of the name SkyMall in the leaked images has introduced a new and politically sensitive element.
The latest CCTV material now adds a further question: who left the station in Ferrari OK-007, and why did the men inside appear to depart in such a hurry?
The Ministry of Housing declined to answer whether Minister Dwelling was present at the fuel station on 1 July, whether he travelled in or near the Ferrari, or whether his office has reviewed the leaked CCTV material.
A ministry spokesperson said only: “The Minister’s meetings are conducted in accordance with applicable rules. We do not comment on unverified social-media material.”
The gas station declined to comment on the alleged leak. A person answering the station’s main phone number said management was “aware of online posts” but would not discuss security footage.
Opposition lawmakers are now demanding that the minister’s official diary, vehicle records, phone-location logs, and any meetings relating to City Park be reviewed by the parliamentary ethics committee.
“This is no longer just about a photograph in the background,” one opposition MP said. “We now have a vehicle, a timestamp, apparently sensitive documents, and two men leaving in a hurry. The public deserves to know who was there and what was being discussed.”
For now, the Ferrari’s ownership has not been publicly established. But the plate OK-007, the timing of the CCTV footage, and the documents visible in earlier images have turned a roadside stop into one of the most closely examined moments in Freedonia’s growing planning scandal.
What began as a car photo on Instagram has now become a chain of images, leaks, denials, and unanswered questions.
And with every new frame, the mystery around City Park and SkyMall appears to grow.
